Bolaji,
I aprreciate that the "tactical putout" has it's place in the game, but I think it is (and has been) abused in our scrimmages. I suggest that if the defending team puts the ball over it's own endline, then the result should be to return the ball to the attacking team, who will bring it in from its own endline.
In other words, where the conventional laws would otherwise award a corner kick, that team will be awarded a goal kick from its own end.
Another approach would be to limit the application of this rule only to deliberate "tactial putouts," where the defender in possesison dribbles or otherwise puts the ball out over his endline to avoid a challenge or other pressure from an attacking player.
This change would not result in corner kicks - which would be ridiculous on our pitch, but would abolish (or at least punish) cowardly "tactical putouts" where the defender simply wants to avoid a challenge to his possession.

With the hope of avoiding even any appearance of demagoguery, this morning’s anonymous survey was put up to sample players’ opinion on a proposed policy regarding pressured defenders deliberately dribbling the ball out of bounds. The results are shown below.
Our program depends on the civility of players, and that’s why (among other points) compared to other scrimmages, you’ll always see examples of players voluntarily fetching errant balls (whether on defence or offense) neither feeling obligated or put upon.
